A workshop for youth from the Himalayas
हिमालय के युवाओ के लिए कार्यशाला
Background: There is a common saying in the hill-states, ‘Pahar kaa paani aur jawaani, kabhi pahar ke kaam nahin aati’ (the youth and water of the mountains, never serve the mountains’). While it seems like a simple reference to the out-migration of youth from mountains for work and so also to the discharge of water, through the rivers, carrying fertile silt to the plains for productive agriculture elsewhere, the essence of the statement needs to be understood. Both the scenarios, one related to a natural resource and the other to a human one, are about a ‘loss’. And the context of this ‘loss’ can be situated in post-colonial, independent India, more so the ‘developing’ India, in which the hill states, remained largely at the margins even as they were exploited. The narrative of this ‘loss’ also includes the struggles for the assertion of the separate identity of hill states from Kashmir to the North East of the country, at different periods of time, in varied forms. Young people have been part of many of these struggles, which had strong dimensions of economic and socio-cultural identity, apart from the political one.
However, the last two or three decades have seen a range of new challenges and scenarios in the Himalayan region: from the ghost villages of Uttarakhand, the dying and dammed rivers and receding glaciers of Himachal Pradesh to State repression in Kashmir, the struggle for Gorkhaland in the east. As the landscape changes drastically in the race for more economic growth, are the youth of the mountains, aware of the magnitude of the issues today and their global dimensions? Are they feeling more alienated from the mountain culture and history than ever before? Are they seeking to understand where they fit in and to reconnect with their land?
पृष्ठभूमि – पहाड़ों में एक कहावत है कि ‘पहाड़ का पानी और जवानी कभी पहाड़ के काम नहीं’आते। सुनने पर इसका सरल और सीधा मतलब लगता है कि पहाड़ों के युवा नौकरी के अवसर लिए और पहाड़ों का पानी नदियों के रास्ते यहां से मैदानी इलाकों चला जाता है – दोनों की ऊर्जा और उर्वरकता का फायदा किसी और को होता है. पर इस एक वाक्य में एक कहानी छुपी है – कुछ अपना खो जाने की. एक प्राकृतिक संसाधन और दूसरा मानव संसाधन। इसका सन्दर्भ आज़ाद भारत, विकासशील भारत भी है, जिसमें पहाड़ी क्षेत्रों की अनदेखी हुई है और शोषण भी. और इसीलिए भारत के पहाड़ी क्षेत्रों के इतिहास में अलग राज्य और अलग पहचान संघर्ष भी शामिल हैं. इन संघर्षों में, जिनमें पहाड़ी युवा भी शामिल थे, केवल राजनीतिक पहचान का नहीं बल्कि आर्थिक, सामाजिक सांस्कृतिक अस्मिता का सवाल जुड़ा था/है.
परन्तु पिछले दो दशकों में कुछ नई और विकट समस्याएं पूरे हिमालयी क्षेत्रों में नज़र आने लगीं हैं – उत्तराखंड के वीरान गाँव से लेकर मरती हुई नदियाँ; हिमाचल प्रदेश के सिकुड़ते हुए ग्लेशियर और कश्मीर में राज्य के दमन तक. जहां एक तरफ तो यह इलाका अनोखी जैव विविधता ,संस्कृति और राजनीति की जन्म स्थली रहा है, वहीं दूसरी तरफ आज के दौर में यहां के युवाओं का अपनी भूमि से अलगाव बढ़ रहा है . क्या हिमालय का इतिहास आज के पहाड़ी युवाओं द्वारा पूरी तरह से समझा गया है ? या वे भी आर्थिक दौड में फंस कर इस इलाके के स्वरूप के बदल जाने से अलग थलग हो जाते हैं ?
About the workshop: About 5 years ago we initiated a process called ‘Pahar Aur Hum: Rethinking Development in the Himalayas’. A short journey which ties people in one common thread called the ‘Himalaya’. Program after program we have explored our common as well as unique cultural, social and ecological heritage of the ‘pahars’. We have looked critically at our failures as a society and our struggles to break free from various kinds of oppression. We embark on this journey once again with a new set of fellow travellers from the Himalayan region, irrespective of state and national boundaries. The format of the program includes talks, discussions, activities, field visits, theatre, manual labour, open spaces and silence. The key themes that will be explored are:
-Discussing our histories and exploring our collective cultural identity.
-Understanding Mountain Geology and Ecology-State of our Rivers, Forests, Land
-Politics of Development.
-Re-imagining Mountain Economy and Society.
-Conflict Zones in the Himalayas.
If you are a young person from the mountains and are looking to explore your ‘pahari’ identity as well as be a part of a collective journey with other youth to build a perspective on some of the above issues facing the Himalayan region today, then join this program.
कार्यशाला के बारे में – पांच साल पहले हमने ‘पहाड़ और हम’ नाम की एक प्रक्रिया आरम्भ की थी. एक ऐसा सफ़र जो लोगों को एक धागे में बाँधने का प्रयास है – वो है ‘हिमालय’. ‘पहाड़ और हम’ की हर कार्यशाला में हमने अपनी सांझी और अनोखी सांस्कृतिक, सामाजिक और पारिस्थितिकीय ‘पहाड़ी’ विरासत को तलाशने की कोशिश की है. हमने अपने समाज की आंतरिक असफलताओं को गहराई से समझने और उनपे सवाल उठाने का काम किया और अन्याय और उत्पीडन से मुक्त होने के लिए हमारे अनेक संघर्षों को बांटा है. 2019 में हम फिर मिल रहें हैं, हिमालयी क्षेत्र से नए यात्रियों के साथ, चाहे किसी देश या प्रांत से हो. कार्यशाला में चर्चा, समूह कार्य, श्रम दान, नाटक आदि का प्रयोग किया जाएगा और निम्न विषयो पर बातचीत होगी:
-हमारा इतिहास, सांझी विरासत और पहचान
-पहाड़ का भूगोल और पारिस्थितिकी- जल, जंगल, ज़मीन कि दशा
-विकास कि राजनीति
-पहाड़ी अर्थव्यवस्था और समाज कि पुनर्कल्पना
-हिमालय के दमन और राजनीतिक संघर्ष
अगर आप हिमालयी क्षेत्र में रहने, काम करने वाले साथी हैं और यह सवाल आपके लिए महत्वपूर्ण हैं तो आइये, पहाड़ और हम कार्यक्रम में भाग लीजिये। यह कार्यक्रम एक मौक़ा है, पहाड़ के आज के सवालों पर समझ बनाने का और अपनी पहाड़ी पहचान को एक सांझा संवाद के माध्यम से खोजने का.
Who can participate: Individuals of the age group 22 to 35, from (living or/and working in) the Himalayan region (Himachal Pradesh, Kashmir, Ladakh, Uttarakhand, Sikkim, Arunachal Pradesh, Nepal, Bhutan, and Pakistan.) Preference will be given to youth who already work or wish to work with communities/issues in the Himalayas.
कौन भाग ले सकते है – 22 से 35 साल के हिमालय क्षेत्र (हिमाचल प्रदेश, कश्मीर, लद्दाख, उत्तराखंड, सिक्किम, अरुणाचल प्रदेश, नेपाल, भूटान और पाकिस्तान ) में रहने वाले व्यक्ति जो सामाजिक कार्यों में जुड़े हुए हैं या ज़मीनी स्तर पर हिमालय से जुड़ना चाहते हैं.
Language: Primarily in Hindi and some English
भाषा – मुख्यतः हिंदी और कुछ अंग्रेजी
Program Contributions: Sambhaavnaa hopes that participants could make a monetary contribution towards registration for the program (please select the option in the application form). If there are participants who need support (towards registration or in some cases travel) they could mention so in their application form along with the reason for the same.
