नागरिकता निर्माण और लोकतन्त्रो की रक्षा

हमारा संविधान जनता और शासकिय व्यवस्था के बीच संवाद के वादे पर टिका है. परन्तु  किसी भी देश या समाज में केवल संवैधानिक प्रतिबद्धता से नागरिकता का  निर्माण  नहीं होता और बिना नागरिकता के एक लोकतंत्रा नाम मात्र का रह जाता है. विश्व के सबसे बड़े लोकतांत्रिक देश, भारत, और पुरे विश्व में ही, आज एक ऐसा दौर चल रहा है जिसमें नागरिकता के विचार पर ख़तरा मंडरा रहा है और यह विचार केवल चुनावि प्रक्रिया तक सीमित हो कर रह गया है। चाहे हाल में आयी यह खबर कि किस तरह सोशल मीडिया के माध्यम से मतदाताओं की जानकारी अमरीका के चुनावों में प्रचार के लिए इस्तमाल की गयी या फिर पूर्व भारत में सूचना के अधिकार से भ्रष्टाचार का खुलासा करते एक सामाजिक कार्यकर्ता के कत्ल होने की बात हो, यह हमारे लोकतंत्र के संकट की स्थिति को दर्शातें हैं. हमारे राजनैतिक ढाँचे, चंद मुट्ठी भर सत्ताधारियों और पूँजीपतियों के दबाव में हैं ना की जनता के और सभी शासकीय व्यवस्थाएं,  यहां तक कि कानूनी व्यवस्था भी, चरमरा रही है, ये स्वयं न्यायपालिका के न्यायाधीशों ने स्वीकार किया है. इन मुश्किल हालातों में हम नागरिकों की आवाज़ को शासन के दायरे में कैसे लाएं?  कैसे प्रशासन से संवाद के मौजूदा ढांचों को बचाने का प्रयास हो और कौनसी नयी प्रक्रियाओं को गढ़ा जा सकता है ताकि एक वास्तविक और सहभागी लोकतंत्र की स्थापना की जा सके. संवैधानिक और राजनैतिक अधिकारों को सुनिश्चित करने के लिए कानूनी प्रावधानों को लाने के आन्दोलनों से हमें कई अनुभव मिले हैं और अवसर भी खुले हैं परन्तु चाहे आर. टी.आयी हो या नरेगा, ज़मीनी अनुभवों से यह भी सामने आया है कि नीतियों के क्रियान्वयन में कई समस्याएं हैं और केवल कानूनी अधिकार मिलना काफी नहीं। सामाजिक जवाबदेही की प्रक्रिया के महत्वपूर्ण अंश निम्नलिखिति हैं:

§  जानकारी

§  सुनवाई

§  कार्यवाही

§  भागीदारी

§  जनता का मंच

§  सुरक्षा

लोकतंत्र शाला और संभावना संस्थान द्वारा आयोजित की जा रही इस पांच दिवसीय कार्यशाला में सहभागी, सामाजिक जवाबदेही और नागरिकता के सवालों,  चुनौतियों और संभावनाओं पर चर्चा करेंगे। नागरिकता और संवैधिनिक अधिकारों के लिए चल रहे मौजूदा प्रयोगों को जांचने और उनकी सार्थकता पर चर्चा करने के साथ साथ , दुसरे देशों, जैसे ब्राज़ील और मेक्सिको, में सहभागी बजट बनाने, या नागरिकों की निगरानी में चुनाव करवाने जैसी कोशिशों पर भी नज़र डालेंगे. कार्यशाला में व्यवस्थाओं के भ्रष्ट स्वरुप समझने और बढ़ते निजीकरण को चुनौती देने की बात भी होगी. अलग अलग क्षेत्रों में जवाबदेही मांगने के व्यवहारिक तरीकों और प्रक्रियाओं पर भी अनुभवी सामाजिक कार्यकर्ता अपनी समझ सांझा करेंगे.  

कार्यशाला के मुख्य उद्देश्य और मुद्दे:

§  हमारे लोकतंत्र के सामने संकट और चुनौतियों के मुख्य कारण और प्रभाव, खासकर शोषित, वंचित वर्गों के लिए लोकतांत्रिक और संवैधानिक अधिकारों के लिए किये गए प्रयोगों को समझना और इन आन्दोलनों के प्रभावों को जांचना

§  शासकीय प्रक्रीया के वैकाल्पिक ढांचों के मूल्यों को समझना और इनकी प्रभाविता पर चर्चा

§  सत्ता के केन्द्रीकरण की हाली नीतियों, जैसे आधार (यु.ई.डी) के लोकतांत्रिक अधिकारों पर प्रभावों को समझना और इनसे झूझने के अभियानों से वाकिफ होना

यह कार्यशाला किसके लिए है:

सामाजिक कार्यकर्ता, शोधकरता और ऐसे युवा साथी जो जन निति और संवैधानिक अधिकारों के लिए कार्यरत हैं. प्रति भागी जो शोषित और वंचित समूहों से हैं और २२ से ३५ वर्ष की उम्र श्रेणी में आते हैं उनको प्राथमिकता दी जायेगी

कार्यशाला के लिए योगदान राशी:  इस कार्यक्रम के लिए अपेक्षित योगदान राशी 5000/- रु है. परन्तु जो प्रतिभागी (संस्थाएँ) यह योगदान राशि देने में असमर्थ हैं वे आवेदन पत्र में यह चिन्हित कर सकते हैं.

जरूरतमंद प्रतिभागियों के लिए आंशिक छूट उपलब्ध है. हम सीमित लोगों को ही आंशिक छूट दे सकने में सक्षम हैं अतः आपसे अनुरोध है की आंशिक छूट की मांग करते वक़्त विचार लें की आपको वाकई इस छूट की जरूरत है. हो सकता है किसी जरूरतमंद को इस मदद की आवश्यकता आपसे भी ज्यादा हो.

Safeguarding Democracy and Building Citizenship

Background:

Our constitution guarantees citizens dialogue between the structures of governance and the people. But constitutional guarantees alone do not lead to citizenship and without citizenship we cannot really build a truly democratic culture. We are now in times, not just in the world’s largest democracy India but in the entire world, where there is a growing threat to the idea of citizenship and desperate need for citizens to move beyond only electoral engagement.  The recent news of voters in the US being influenced by social media propaganda led by data tech corporations, or of yet another RTI activist being murdered in India for having unearthed corruption, the crisis of our democracy is getting more complex and deep. The capitalist and neo-liberal state owes allegiance to a few, and plays the role of protecting and promoting their interests rather than that of the public. Accountability of the most critical institutions like the judiciary is now being questioned by those who are part of running the system.

In such a scenario how do we create new and save the existing institutionalized platforms where citizens can engage on matters of governance and set priorities. Engagement of citizens with structures of governance through all democratic platforms and institutions is essential to give life to the ideals of participatory democracy.  The movements for assertion of constitutional and fundamental human, socio-economic and political rights have shown us the potential opportunities through which this can indeed happen. However, based on grass-root experience that has emerged from watching the implementation of these legislations, it is evident that a legal entitlement is just not enough.

A social accountability framework of engaging with governments that enables citizens participation will need to circle itself around the following minimum components:

• Jaankaari (Information)
• Sunwaai (Right to be heard)
• Karywaahi (time bound action)
• Bhaagidari (participation)
• Janta ka Manch (Peoples’ Collective Public Platforms)
• Suraksha (Whistleblower protection)

The above cannot happen in a vacuum or in the absence of a people’s movement and a conscious citizenry.

About the Workshop

Loktantrashala (School for Democracy) and Sambhaavnaa Institute are organising a five-day workshop to reflect with participants on the challenges and possibilities of building citizenship and social accountability. The workshop will also situate India’s experience with social accountability within a wider framework of democratic theory and theories of citizenship. We will critically examine existing evidence on the effectiveness of accountability practices and also draw on lessons from social accountability practices in countries like Brazil and Mexico which have pioneered participatory budgeting and citizen oversight of the electoral process. We will challenge the current public discourse on increasing corruption, broken systems of governance and the need to privatize systems. We will reflect on the much wider framework of governance and social accountability that empowers citizens by presenting and discussing practical interventions being carried out in multiple sectors and contexts.

The objective of the workshop is thus:

• To examine the fundamental causes of the crisis of governance in our democracy today and the far-reaching impacts of the same, especially on the most vulnerable and marginalised sections of the society.
• To understand the vision and approach of diverse initiatives towards deepening and decentralising democracy in governance and critically examine the relevance and impact of these.
• To explore ideas and alternative forms of governance models and processes that challenge the existing power structures.
• To discuss emerging discourses on “good governance” including Aadhar and use of digital technology in the context of peoples’ rights in a democratic framework.

Who is the workshop for?

The workshop is for young activists, researchers, and practitioners interested in the theme of the workshop or working on issues of governance and public policy. Those in the age group 22 to 35 years will be given preference. We encourage individuals belonging to marginalized communities to apply for the workshop.

Facilitators:

Nikhil Dey: He is a social and political activist who is a founder member of the Mazdoor Kisan Shakti Sangathan.

Shanker Singh: He is founder member and activist of the MKSS works on empowering people’s communication through street theatre, puppetry, songs.

Language:  A mix of English and Hindi. The mode of interaction shall involve lectures, group work, group discussions, film and documentary screening.

Contribution towards Programs Costs: We hope that participants would contribute an amount of Rs. 5000 for 5 days/-  towards workshop expenses, inclusive of all onsite workshop costs: boarding, lodging, and all the materials used in the workshop. Need based partial waivers are available; We have a very limited number of partial waivers so please apply for a waiver only if you really need it. Do remember that there may be others who need it more than you.
