Background

The urgency to intervene in defence of democracy, secularism and justice has never been more pressing than in the prevailing conditions of the country today. The rise of communal fascism has emerged as a threat not only to its immediate victims but to the very long-term survival of India as a unified nation of diverse religious, linguistic and ethnic groups.  In recent months, vicious attacks have been mounted across India against religious minorities by Hindutva fascist organizations and communalism has even become the dominant tenor of public discourse.  Instead of rising to the challenge and confronting these fascist forces there is total apathy and indecisiveness among most sections of the society. It is almost as if a silent coup has already taken place and India is on the verge of becoming a ‘Hindu Rashtra’.

The Indian state is also cracking down hard on ‘soft targets’ like human rights and social activists; the fundamental rights of life, liberty, freedom of speech, religion and dissent guaranteed to all citizens by the Indian Constitution are being shred to pieces right in front of our eyes!  Entire swathes of the Indian North-East and Kashmir are covered by the draconian Armed Forces Special Powers Act (AFSPA) that authorizes even the lowest soldier to shoot and kill civilians on mere suspicion of them being ‘militants’. In Chhattisgarh, large numbers of citizens continue to be detained using the highly restrictive Chhattisgarh Special Public Security Act (CSPSA). Those defending the rights of the poor, dalit, adivasis and other marginalised people are being falsely branded as ‘extremists’ and ‘anti-nationals’.

On the other hand those destroying the secular fabric of the country are extolled as ‘nationalists’ and it is clear that the Indian police, bureaucracy and judiciary – instead of upholding their neutrality – are going soft on the crimes of Hindutva terrorists. Hard evidence available against Bajrang Dal and other Sangh outfits of their direct involvement in terror attacks is not only being ignored but actively pushed under the carpet by the Indian state.

It is a state of affairs that calls upon all those who value Indian independence, democratic rights and social justice to come forward, take responsibility and resist the onslaught by fascist and imperialist forces on the foundations of our national values and existence.

About the Workshop:

As an effort in this direction we are organising a three day workshop to equip young activists with a perspective to counter this onslaught to the very Idea of India.

Key Themes: Understanding Fascism; Majoritarianism and Minority; The ‘Indian’ Identity; Diversity and Pluralism; The way forward – Resistance and Change.

Who is the workshop for?

Activists and Campaigners – who have worked on these issues and would be interested in sharing their experiences, and the challenges being faced on the ground.

Other Individuals associated with grassroots social organisations feeling the need to integrate these issues in their work.

Dates and Venue: 17 to 19  February 2017, Sambhaavnaa Institute, Palampur, Himachal Pradesh.

Contribution towards Programs Costs: We hope that participants would contribute an amount of Rs 1500/- towards workshop expenses.  However, for those who cannot afford this amount please send us an email on programs@sambhaavnaa.org.

Resource Persons: Gauhar Raza,  a leading Urdu poet, social activist and documentary filmmaker, Dhruv Sangri, a cultural activist, Ovais Sultan Khan, solidarity activist with oppressed identities and Himanshu Kumar, social activist working on tribal rights.

मुद्दे और चुनौतियां

लोकतंत्र और धर्मनिरपेक्षता की रक्षा के लिए हस्तक्षेप करने की ज़रुरत जितनी आज है उतनी पहले कभी भी नहीं थी. साम्प्रदायिक फासीवाद के उभार के कारण इसके सीधे शिकार लोगों पर ही खतरा नहीं पैदा हुआ है बल्कि खतरा भारत के बहुभाषी, बहुधार्मिक और बहुभाषाई ताने बाने के अस्तित्व पर भी खड़ा हो गया है. हिन्दुत्ववादी फ़ासीवादी संगठनों द्वारा धार्मिक अल्पसंख्यकों पर हमले बढे हैं और साम्प्रदायिक भाषा में बात करना एक रोज़मर्रा की बात बन गया है. इस साम्प्रदायिक फासीवाद के खिलाफ उठ कर उसका सामना करने के बजाय समाज के अधिकांश हिस्सों में एक तरह की उदासीनता और अनिर्णय का माहौल है. ऐसा महसूस हो रहा है जैसे एक गुपचुप तख्ता पलट हो चुका है और भारत हिन्दू राष्ट्र बनने की कगार पर खड़ा हुआ है.

आज का भारतीय राज्य, मानवाधिकार और सामाजिक कार्यकर्ताओं को आसान शिकार मान कर उनपर हमला कर रहा है. साथ ही, जीने का अधिकार, स्वतन्त्रता और बोलने की आजादी, धर्म की स्वत्रन्त्रता और असहमति की आजादी जैसे मूलभूत अधिकारों का कठोरता से दमन कर रहा है. राज्य हमारी ही आँखों के सामने संविधान को कागज के टुकड़े मान कर उसकी धज्जियां उड़ा रहा है.

भारत की पूरी पूर्वोत्तर की पट्टी, दमनकारी सशस्त्र बल विशेष अधिकार अधिनियम (AFSPA) की गिरफ्त में है – जो की सबसे निचले स्तर के सिपाही को भी यह अधिकार देता है की वह किसी भी नागरिक को महज़ शक के आधार पर गोली से उडा सकता है. छत्तीसगढ़ में बड़ी संख्या में छत्तीसगढ़ जन सुरक्षा अधिनियम के तहत नागरिकों को जेल में डाल दिया गया है. आदिवासियों , दलितों और अन्य हाशिये पर सिमट गए समुदायों के अधिकारों की रक्षा करने वाले लोगों को आतंकवादी और देशद्रोही कहा जा रहा है.

दूसरी तरफ देश के धर्मनिरपेक्ष तानेबाने को नष्ट करने वाले लोगों को राष्ट्रवादी कहा जा रहा है. और अब यह बिलकुल साफ़ होता जा रहा है कि भारत की न्याय व्यवस्था, नौकरशाही और पुलिस अपनी निष्पक्षता बरकरार रखने की बजाय हिंदुत्व आतंकियों के प्रति नर्म रवैय्या अपना रहे हैं. बजरंगदल और अन्य राष्ट्रीय स्वयं सेवक संघ से जुड़े संगठनों के खिलाफ ठोस सबूतों को ना सिर्फ नज़र अंदाज़ किया जा रहा है बल्कि उन्हें छिपाने की कार्यवाही भी भारतीय राज्य द्वारा करी जा रही है.

यह आव्हान उन लोगों के लिए है जो भारत की लोकतान्त्रिक आजादी और सामाजिक न्याय की चिंता करते है. ऐसे लोग सामने आयें और ज़िम्मेदारी लें – और देश के मूल्यों और अस्तित्व पर होने वाले इस हमले का सामना करें.

कार्यशाला के बारे में:

भारत के इस दर्शन और सोच पर हमले का सामना करने के लिए, एवम् कार्यकर्ताओं की समझ विकसित करने के उद्देश्य से एक तीन दिवसीय कार्यशाला का आयोजन किया जा रहा है.

मुख्य बिंदु: फासीवाद को समझना; बहुसंख्यवाद और अल्पसंख्यक; भारतीय पहचान; अनेकता और बहुलतावाद; आगे का रास्ता- संघर्ष और बदलाव

यह कार्यशाला किसके लिए है ?

धर्मनिरपेक्ष राजनीति पर सोचने वाले कार्यकर्ता और आन्दोलनकारी : जो इस मुद्दे पर काम कर चुके हैं और अपने अनुभव और मैदानी चुनौतियां इस मंच पर बाँटना चाहेंगे.

ज़मीनी संगठनों से जुड़े व्यक्ति : जो इन अनुभावों को अपने काम से जोड़ने के  इच्छुक हों.
