Secular Politics
And The ‘Idea of India’
Background:
In contemporary India, the rise of politics of hate and of fear have emerged as the ‘dominant’ narratives in the current public discourses. Among other things, this is manifesting in vicious attacks throughout the country against various kinds of minorities – whether the bases of minoritization are ethnic, religious, linguistic, cultural or sexual. In the last few years, the Indian state is also cracking down hard on ‘soft targets’ like human rights and social activists. The fundamental rights of life, liberty, freedom of speech, religion, and dissent guaranteed to all citizens by the Indian Constitution are being infringed upon. People who are coming ahead to speak, to raise doubts, or to question the status quo are being labelled as ‘extremists’, ‘anti-nationals’ or ‘urban-naxalites’.
On the other hand, those groups of people who are trying to rupture the secular fabric of the country and creating a dark atmosphere of hatred are being extolled as ‘nationalists’ in many forums. It is also clear that the Indian police, bureaucracy and judiciary – instead of upholding their neutrality – are being rather lackadaisical in dealing with the aforementioned activities. In such an environment, governance in the country has been colored in the shades of totalitarianism and hegemonic thought processes. It is, thus, a state of affairs where there needs to be a sense of urgency among those who cherish the values that uphold the Indian Constitution, and aspire to stand for human rights and social justice. They need to come forward and resist this onslaught of parochial, fundamentalist, and autocratic forces.
This is an opportune time to reflect and dissect, once again, the fundamental ideas of democracy, ‘secularism’, and justice. Ideas are never context-less, so, we shall avail this opportunity to understand the sociocultural and political contexts that have not only led to an ambiguous interpretation of these ideas in the present times but also, problematic practices based on such interpretations.
About the Workshop:
As an effort in this direction, we are organizing a five-day workshop to assist people with perspective-building, to understand contemporary politics in India, in all its complexities. We aim to reach a reasoned critique of the practices that have been mentioned in the Background above. In the process, we shall shed light on the need for dissent in a democracy, freedom of expression, and pluralism (exemplified by multiple and continuous identities and cultures). We would also dwell on the idea of justice as perspective. Joining all these threads, we would attempt to understand and explore the ways in which we can resist being passive spectators to what is happening around us, by initiating the processes of deciphering the contexts of the present climate in our country, attempting to change the nature of political debates taking place currently, and working towards a gentler, more sensitive, tolerant, accommodating, understanding, and loving environment.
Through the mediums of interactive discussions and conversations, theatre, cinema, group activities, and writing, we shall engage with the themes of politics of identity, culture, communalism, pride, and how they are playing out on the sites of religion, caste, and gender on one hand, and on the sites of media, education, health, etc. on the other hand, in contemporary India; nationalism; and patriotism.
Who is the workshop for?
We welcome anyone who desires to constructively understand, and engage with, some of the processes that attempt to explain the current political climate in India, on the basis of ideas/issues that have been mentioned above.
Dates and Venue: April 24-28, 2019, Sambhaavnaa Institute, Palampur, Himachal Pradesh.
Contribution towards Programs Costs: Rs. 2500. This includes all program costs including food and stay expenses at Sambhaavnaa Institute.

Resource Persons:
- Neelima Sharma is the Secretary of Nishant Natya Manch, has acted in more than 4000 street theatre performances, and has authored more than 25 plays on issues of caste persecution, gender bias, religious violence, human rights, etc.
- Shamsul Islam is a street theatre activist and political scientist, has taught at Delhi University, and has also done research on religious nationalism, persecution of women/Dalits and other related issues.
- Himanshu Kumar is a Gandhian and social activist who has raised his voice against violation of human rights on several forums.
- Nandini Rao is a part of the women’s movement in India. She is a feminist activist and gender trainer who has been working on issues of women’s rights for more than two decades.

आज के भारत में नफ़रत और डर की राजनीति वर्तमान सार्वजनिक विमर्श पर हावी हो गई है| और इसका सबूत देश में अलग अलग तरह के अल्पसंख्यक समुदायों पर होने वाले हमलों में दिखाई देता है – इन समुदायों को हाशिये पर धकेलने का आधार इनका नस्ल, धर्म, भाषा, संस्कृति या लिंग को बनाया जा रहा है| पिछले कुछ वर्षों में भारतीय राज्य भी कमज़ोर शिकार पर हमले कर रही है, उदहारण के लिए मानवाधिकार कार्यकर्ता और सामाजिक कार्यकर्ता| संविधान में भारत के सभी नागरिकों को जीवन, स्वतंत्रता, बोलने की स्वतन्त्रता, धर्म और असहमति के जो मूल अधिकार दिए गये हैं उन्हें दरकिनार कर दिया गया है| और जो लोग इस सब पर सवाल उठाने के लिए आगे आ रहे हैं उन पर आतंकवादी या अर्बन नक्सली का ठप्पा लगा दिया जा रहा है|
दूसरी तरफ जो लोग भारत के धर्मनिरपेक्ष माहौल को नष्ट करने का काम कर रहे हैं और एक अंधेरे का माहौल बना रहे हैं उन्हें राष्ट्रवादी कहा जा रहा है| अब यह भी बिल्कुल साफ हो गया है कि भारत की पुलिस, न्यायपालिका और नौकरशाही को अपनी निष्पक्षता कायम रखने और ऊपर वर्णित गतिविधियों को रोकने में कोई रुचि नहीं है| ऐसे माहौल में देश की सरकार भी सर्वसत्तावाद और बहुसंख्य्वाद के विचारधारा को बढ़ावा दे रही है| इसलिए ऐसे हालात में यह उन लोगों के लिए जल्द ही कुछ करने का समय है जो भारतीय संविधान में वर्णित मूल्यों, सामाजिक न्याय तथा मानवाधिकारों को बचाने में विश्वास रखते हैं| इन लोगों को आगे आकर संकीर्ण कट्टरपंथी और तानाशाह ताकतों के हमलों का सामना करना चाहिए|
यह बिल्कुल सही समय है जब हमें लोकतंत्र के बुनियादी मूल्य; धर्मनिरपेक्षता और न्याय पर विचार करने और उसे फैलाने की जरूरत है| विचार कभी भी संदर्भ से अलग नहीं होते इसलिए हमें इस अवसर का इस्तेमाल करना चाहिए ताकि हम यह समझ सके कि वह कौन से सामाजिक सांस्कृतिक और राजनैतिक परिस्थितियां हैं जो हमें ऐसे मुकाम पर ले आई है जहां इन मूल्यों को न सिर्फ गलत तरीके से परिभाषित किया जा रहा है बल्कि उन पर आधारित निर्णय भी लिए जा रहे हैं|
कार्यशाला के बारे में
भारत की विविधता पूर्ण संदर्भ में आज की राजनीतिक परिस्थितियों को समझने के लिए और इस बारे में दृष्टिकोण निर्माण करने में मदद देने के लिए हम इस कार्यशाला का आयोजन कर रहे हैं| हमारा लक्ष्य है कि ऊपर पृष्ठभूमि में वर्णित क्रियाकलापों की एक तर्क पूर्ण आलोचना तक पहुंचने का प्रयास किया जाए| इस प्रक्रिया में हम लोग लोकतंत्र में असहमति की जरूरत, अभिव्यक्ति की आजादी और बहुलतावाद जिसका उदाहरण सतत विकसित होती पहचानो और संस्कृतियों में मिलता है को समझेंगे | हम लोग न्याय की अवधारणा पर भी चर्चा करेंगे| इन सभी सूत्रों को जोड़ते हुए हम लोग कोशिश करेंगे कि आज जो हमारे चारों तरफ हो रहा है इसको चुपचाप बैठकर देखने की बजाए हम इसका सामना कैसे कर सकते हैं? और इसके लिए ऐसी प्रक्रिया की शुरुआत करी जाए जिससे वर्तमान समय में चल रही राजनीतिक बहस की प्रकृति को हम बदल सकें और एक अधिक सभ्य, समझदार, सहनशील, समावेशी और प्रेम पूर्ण माहौल का निर्माण किया जा सके|
अलग–अलग माध्यमों जैसे बातचीत, थिएटर सिनेमा, समूह गतिविधियां और लेखन के द्वारा हम लोग प्रतिभागियों को विभिन्न तरीके से प्रक्रिया में जोड़ेंगे तथा उन्हें पहचान की राजनीति, संस्कृति, सांप्रदायिकता, गर्व तथा यह सब किस तरीके से धर्म जाति और लिंग भेद के साथ जुड़ा है? दूसरी तरफ मीडिया शिक्षा और स्वास्थ्य से इसका क्या संबंध है और वर्तमान भारत के राष्ट्रवाद और देश भक्ति से इसका क्या ताल्लुक है?
यह कार्यशाला किनके लिए है?
हम उन सभी का स्वागत करेंगे जो रचनात्मकता पूर्ण तरीके से इस प्रक्रिया में शामिल होना चाहते हैं और वर्तमान परिस्थितियों में ऊपर वर्णित राजनीतिक माहौल को जानने में इच्छुक हैं तथा और मूल्यों और मुद्दों को समझना चाहते हैं|
